I've found that adobe illustrator is the best for making logos. It's not cheap but it is nice because once created it can be resized and used without loosing quality.

I think you can go for GIMP which is a free one..

try Adobe--->Photoshop...It is easy to use and i,my friends use this only. or try GIMP(Free)
