the paper bag was invented about 1870, so the saying " he couldn't fight his way out of a wet paper bag " probably goes back that far

the phrase is "Couldn't fight his way out of a wet paper bag" it implies that the individual is weak, as a paper bag is not very strong and gets weaker if wet.
