I am a chef from Canada and worked with English people many times, my recommendation is any store or shop that sells European food, Polish, Hungarian or Russian.

They use them in both sweet and savoury dishes, even a shop that sells spices, I saw on a Nigella Lawson show, she crusied into a shop were there was bind of spices and herbs she just scooped up some in a paper sack.

Check your telephone directory, see what shops are in your district, as travelling the tube for a bag of poppyseeds is a bit much.

When I lived in London, I used to get them at Sainsbury's to bake my lemon poppy seed cakes and onion poppy seed rolls
