Where do the words Mater or Charter mean regarding schools?

A Charter school is a school that has opened as an alternative to the local public school. If it is good enough or interesting enough for students to decide to attend then the charter school is given money by the town or state government that it would normally have spent on the local public school.
"Charter schools are publicly funded elementary or secondary schools in the United States which have been freed from some of the rules, regulations, and statutes that apply to other public schools, in exchange for some type of accountability for producing certain results, which are set forth in each school's charter."
