Those predictions aren't unreasonable. We are already running brain simulations of various kinds, limited both by compute power and our limited understanding of how the brain works. Any technology can be used for good or evil. Mankind has used tools to extend human capabilities since the first cave man picked up a stone. Whether a human v. 2.0 or an enhanced human results depends on your definitions.
