In the City of Glendale CA, can I build a 100 sq. ft. structure on my empty lot with no permit?
I want to build a writer's cottage and sleep there on occasion. I'd also like to know if I build a larger structure, what restrictions will have regarding a garage or lack thereof?
Will I be able to put plumbing in the 100 foot structure with no permit?

CHECK with the city like they suggested (often they have pre-printed worksheets in the office)--do not do this without the required permits or you can be forced to remove the structure and the fact that you will sleep there brings into play egress safety codes.Source(s): Interior Designer in CA

You need a permit to build anything in any city in the U.S.,
which includes plumbing and electricity.

you can not get any utilities installed without a permit!
