The basics or paper making are spelled out in detail on these sites;
The initial capital is so extensive that not one new paper mill has been made in the United States in over 30 years. Most of the new paper mills are located in China or other pacific rim countries; btw those are also state sponsored.
Here are a few things to consider;
Source for pulp (Raw refined wood fibers)
Location (most paper mills are located on rivers due to the mass amounts of water needed)
A paper machine (They don't just come in a box...they are made custom on the spot)
And the big one...PERMITS.
You can't just start up a paper machine without having to deal with miles of govenrmant red tape. Namely the E.P.A.
