Your speed dial page is already 'saved' in a file called 'speeddial.ini' . Now to know where that file is, type in 'opera:config' (without quotes) in the address bar of Opera. Over here in the quick find search box, type in 'speed dial file' (w/o quotes) . Now the box against speed dial file will tell you where is your speeddial.ini located. To 'export', just copy the speeddial.ini file(by going to the location where the file is located) to another location or to a removable drive. Now when you want to 'import' i.e. you want your own speed dial page for a new installation or on a separate computer, just copy-paste the backed up speeddial.ini file to the profile folder of Opera. To know where is the profile folder, in opera, click on Help -> About Opera. Here under the paths section, see the path of 'opera directory'. that is your profile folder.
That's the only way to my knowledge you can import/export speed dial. Because as you can see, on the speed dial page, when you right click the thumbnails, there is no import/export option. And also when you right click on the speed dial page outside of the thumbnails, there is no context menu! Even if you add the usual context menu to the speed dial page by editing the standard_menu.ini file, still you will not get import/export option.
