A Business Incubator is a facility designed to assist businesses to become established and sustainable during their start up phase.
Typically, they do this by providing: shared premises, business advice,
business services, access to investor, market and international networks
mentoring and a full-time, hands-on management team. (NZTE, 2006)
Therefore, what the leader suggested is acutally a great strategic plan to help the economics and employment rate growing in the city. By providing completed pre-planned and pre-studied information (including business advices, marketing networks and financial advantages) to the new coming business seekers, they have great advantage in attracting and holding these new comers to stay in their city.
In a simple way to answer this question, the city will have to use strategic plans to present themself to the in-coming business investors and promote "smart grows"!Source(s): 自己
