    No such animal.

    What you are trying to do is have a website execute code remotely on another machine to change the settings on that machine. This is called hacking and is not only illegal, it's damn near impossible if your IT pro knows anything at all about Firewalls and security.

    there is not such thing.

    what you are looking for is called "proxy" these are servers that sit between you and your website of your choice.

    primary reason to proxies:

    1. security and anonoumity on the internet

    2. access blocked site by your ISP

    3. make regoinal based website to work for outsiders(you are in north america and site is only accessible to people in japan)

    it's called a proxy site! it doesn't unblock it, but it lets you override the block!
