Why do people ask "and your name again"?

Why do people ask "and your name again" when they didnt even ******* ask you your name in the first place?

Why does this bother you so much? Perhaps they can't recall if you offered your name or not. If you failed to introduce yourself upon first meeting them, you're the one being rude.

Because they might not remember if they ever did ask your name in the first place. I'm often guilty of that; I don't remember names until I've heard them a couple of times.

    Depending how that is said--

It could be a polite way to ask for you name

It could be a rude way of saying "Who do you think you are?"

because they can't remember if you have already met before.

this is one way in tellign politely that he/she has forgotten your name.
