It is the document which created the federal government of the United States. It is the legally binding contract where the 2 sources of power - the people and the states - ceded specific and limited powers to create this federal government.

The addition of the first 10 Amendments was to ensure that people understood that the government was strictly limited to only those powers enumerated in the Constitution, and additionally, the Bill of Rights enumerated citizens' rights which they had no authority to abridge.

It is not a "living" document, it is not a "flexible" document, it is a fixed contract which can only be changed by majority vote of the states.

And, sadly, it is a document that is all but ignored by almost all politicians, and 100% of all Democrats. The people in power, and the people who want government handouts dislike the limitations of the Constitution.

side note: Bush never called the Constitution a "goddamed piece of paper". The original article that had that on Capitol Hill Blue is no longer available (pulled because it was just unsubstantiated rumor?). And when one considers that the allegation is from unnamed sources who supposedly heard it from other unnamed sources, then one could say its factual basis is rather flimsy. Instead of believing everything you hear, you should dig up the facts for yourself.

Why does not he do exactly that?

The "Law" established to effectively and efficiently run a "Constitutional Representative Republic". Though it has imperfections, it is still better than this "democracy" we currently run under right now. Policy is not LAW ladies and gentleman, no matter how they try and spin it to you. Stop drinking the Kool Aid and Wake up. Thanks.

A founding document of rules by which the United States of America is to be governed. Commonly anathema to the political ideals of the ACLU and liberal/socialist/communist/Democrats, in general.
