It means they have an attitude problem or unresolved issues. Usually if someone has a chip on their shoulder they are rude or snappy.

they are almost always angry, and confrontational is on a good day. remember when kids would put a stick on their shoulder and double you to knock it off, and if you didn't everyone made fun of you, and if you did you had to fight. that is the same symbolic chip on their shoulder, you can't win with those types of people, they are angry with the world
