On your way to the place with the sixth gym(i forget the name), you should meet your rival and the rival will give you hm fly then you have to battle the rival.

after your conflict interior the climate institute with team aqua pass out of the institute and over the bridge, there you will see could/Brendan he/she would be able to easily motorcycle to you and ask you for a conflict after the conflict he/ she would be able to grant the HM and inform you some stuff..... appropriate to the HM
