the exact date that the world wide web became available to the american public?

Update:

I've researched this and the earliest date I can find about it is August 6,1991...not sure if this is the true date or not

    On April 30, 1993, CERN announced[4] that the World Wide Web would be free to anyone, with no fees due. Coming two months after the announcement that gopher was no longer free to use, this produced a rapid shift away from gopher and towards the Web. An early popular Web browser was ViolaWWW which was based upon HyperCard
