In order to gain chest muscle, and by that I assume you mean build the foundation of muscle for a well defined chest, you just have to do power lifts that target what part of the pecs you need developed. Bench presses, a lot of them, with massive amounts of protein shakes as well (1 gram per body pound). Some creatine wouldn't hurt as a suppliment.

You can't really turn muscle into fat, but you can gain more on your arms by doing heavy chest presses, heavy rows, and shoulder presses. These will allow you to lift the most weight so will be most helpful to really see some good size gains.

Pushups. If done right and on a regular basis,it works.Everything else works also, but this is whenever you get a chance.I do them at work at times and at home always.I'm 53 and in great shape.

Dumbell chest press on an incline - the higher the weight - the bigger you'll get.
