You must have a valid id such as a drivers license, Id card issued by DPS, valid passport, resident alien card, or other government issued identification. If divorced within thirty days, Texas requires that you show a certified copy of your divorce decree stating the 30 day waiting period is waived.
The Marriage License is good in every county in the state of Texas.. The license must be purchased at least 72 hours prior to but no more than 1 month before the date of the ceremony. The license expires at the end of the 30-day period immediately following the date that the license was issued if the marriage ceremony has not been conducted within that period

I'm guessing you will need to apply for a marriage license. Just Google "marriage license in Houston, TX", and you should come up with a list of places that you can apply (usually a county recorder clerk's office or something like this). They should have contact info listed where you can call and ask this exact question. Generally, you have to have an ID with you, pay a fee, and they issue your marriage license which is valid for 60-90 days. Then you pick a place and time to get married, have an officiant sign and file the marriage license, and - poof - you're married.

Check with the County Clerk in the county you plan to marry.
It's not only different from state to state, it is different from County to County.
You must be 18 unless you have parental consent. And then, some still require you to appear before the court.
Most require you both to be there, have picture ID, birth certificate. Any divorce papers or death certificate. Some require you to bring a witness for the license. Indiana requires a woman under the age of 50 to have a pre-marital physical exam and some states also require a blood test within the last 30 days.
