Sucre is the legal Capital, but La Paz is the seat of government

Bolivia actually has 2 capitals - Sucre is home to the judicial branch of the government (the "constitutional" capital), while La Paz is where the president and congress reside (the "administrative" capital).

La Paz is the seat of government; Sucre is the legal capital and seat of judiciary. Sucre would be the best answer, but it's La Paz
