“Blessed is the man who, having nothing to say, abstains from giving us worthy evidence of the fact.” is the saying of George Eliot(English Victorian Novelist. Pseudonym of Mary Ann Evans, 1819-1880)

Its meaning is that if you have nothing to say (that is nothing worth saying) then keep quiet so you will not prove to others that you really didn't have anything to say.

In Victorian times it was popular for people to use very long sentences to say nothing really. More or less just to hear themselves talk and try to impress people that they were smart because of all the words they said. It was during this time that this quote was written.

This is basically saying that the man who never opens his big mouth about everything is usually the one who knows the answer. Or the man who doesn't say anything is the one who won't blurt out the answer eventually, but will instead keep it to himself.

If a person really doesn't know information regarding a particular topic, they shouldn't try to talk about it as though they are informed. Their talking about it will only prove their ignorance regarding that topic or subject.

A smart person will realize they are uninformed and will just keep their mouth shut.

It means that everyone appreciates it when someone who has nothing to say remains silent instead of blathering on anyway.

It is better to stay silent and have people think that your an idiot, than to open your mouth and have people confirm it.

If you don't know the answer, keep your mouth shut instead of proving to everybody around you that you don't know the answer. (and you can't keep your mouth shut)

that it's better to keep silent when you don't know what you're talking about than to open your mouth and confirm to others that you don't know what you're talking about.

If you don't know about something, you should not talk as if you do.
