Filter material, which is usually gravel is placed under the concrete foundation for the purpose of drainage and relief for the foundation.

It could also be "filter fabric" is placed between the channel lining gravel sub-base and the soil below. The filter fabric lets water pass but not small soil particles called "fines". If fines can get into the drainage course below the channel, they could clog the gravel sub-grade and cause problems with the channel.

These fabrics are usually made of woven or non-woven polypropylene material.

If you are lining the channel with riprap, you may need to consider filter fabric to prevent the fines from washing out from under your riprap. Loss of fines will undermine the riprap especially along the side slopes.
