They implement policy as dictated by the energy industry. They don't expend a lot of energy enforcing that policy either. They also educate the public on why energy prices are going up and how we must give that industry tax breaks and access to government land.

Not a whole hell of alot! We are paying the highest prices in history while the energy company's make the highest profits in history and no one is doing a damn thing about it!
