Who said this?

“Every nation has to either be with us, or against us. Those who harbor terrorists, or who finance them, are going to pay a price.”

Update:

No I didn't know. This is debate between a friend of mine and myself. This was a question during game night. I thought Bush said it and she said that Hillary said it. I've googled and came up with both.

    That would be Hillary, but Bush cut it down to be oh so succinct;

    "You are either with us or you are against us in the fight against terror."

    Broader to the point of including my parakeet as well.

    Is that a rhetorical question? You already know, why ask?
