"People should not be afraid of their government; governments should be afraid of their people" Who said this?

I know this was used in the movie "V for Vendetta," but is this quote original to that movie/book/comic, or is it from someone else? I have a feeling I've heard it before that movie, but i wasn't sure...

This is probably paraphrased from Thomas Jefferson:

When the people fear their government, there is tyranny; when the government fears the people, there is liberty.

The exact quote you posted is used in the graphic novel

V for Vendetta and subsequently the movie. It is a movie sound

byte that has made the bumper-sticker circuit.
