Not so many people have ever (before) been out of work (before) as today.
not ever (before) --> never (before)
not so many . . . as . . . 為英文中的一種比較句型，否定副詞應該是放在前面而非後面，故不採用"So many people have never before been out of work as today."的寫法，看來頗不自然。
