Since you said this was a 1500 and that it uses ink, I am assuming you have an HP All-in-one printer PSC1510.
Very likely, this is happening because you did not do the alignment for the cartridges. For optimum print quality, the cartridges need to be aligned. This is done when the printer prints out a page and when you scan it in, the printer will check the black and color cartridges print alignment and adjust itself automatically.
You need to do the alignment the first time the cartridges are installed or when you take out or change a cartridge. That "test page" you are talking about is actually the print alignment page. After that, this page should not need to be printed again until the next time you change a cartridge:
a) Place that page face-down on the scanner, top edge towards the left, corner towards you.
b) Close the scanner lid, press "Scan"
c) The printer will scan the picture and align itself automatically in about 30secs.
