I know this is a movie but what exactly does 007 mean or stand for?

007 means he has a license to kill. The number relates to which operative he is, that is the "7" part. The 00 relates to his security clearance.

In the original Ian Fleming novels, the "007" status was reserved for British agents who had a "license to kill." Remember, we are talking about an era that began a few decades ago, when British law enforcement officers didn't carry firearms. So getting a "007" rating meant you could now switch to live targets (bad guys such as Goldfinger, Dr. No, and everybody's favorite hat slinger, Oddjob). By the way, the recent "Casino Royale," as opposed to the earlier comic version, was as highly enjoyable as those "other critics" have said.
