    means "it will be done"

    example

    Bob: "can you pick me up from work"

    Steve: "you can count on it"

    steve will pick bob up from work.

    It means that you can bet on it, it definitely will happen as far as the speaker is concerned--Is the sun ever going to shine again? Will you hurt me if I break in and steal your TV?
