why do you loose points on here for asking questions?

Not following the Community Guidelines. The other way you can lose points is if you get reported by somebody that doesn't agree with you. There are some jerks out there that get a kick out of it.

Because this is Yahoo! ANSWERS, not Yahoo! Questions. The idea is to encourage people to answer questions, not ask them. By enlightening a fellow user with your (hopefully) cogent answer, you are rewarded with points. Those are your incentives.
Furthermore, it is easier to ask questions than answer them that's why you are rewarded with points for answering questions. By the same token, you lose points for asking because you're not part of the solution at all.
