how does it cost to send a text message to foreigner with mobile?

Hello, I'm from China, I have to send messages to foreigner sometimes, it will cost 0.13 USD once, it's very expensive to my consumption level in China, it's cost only 0.013 usd to send a message to our local friends.

I wan't know how much it will cost you to send a message to your domestic and foreign friends? and where are you from?

is there a method to reduce the charge? can I send messge through any website to foreigners' mobile with cheaper fees? surely I can buy a foreign sim card.

no, the telecom company in China is monopoly, they don't care customers.
