Here's a link for you to check out. You can make stickers out of your photos. I think this is along the lines of what you were looking for.

If I understand correctly, you wanting to apply it to the outside of the ornament. In this case, you can purchase Hodge Podge at your local Wal----, and lightly brush the back of your picture and also the part of the ornament you are decorating. Apply both of them together, and lightly brush over the picture to seal it onto the ornament. This is called decoupage.

Check into the type of glue used for collage. Also there is a Napkin Applique glue that works for "glueing" decorative napkins to glass or candles. Your local JoAnns or Hobby Lobby will probably have some How-to books.

Your project sounds great. good luck...

Depending on what you want to do, you might look a decals made from photographs. Do an internet search on decals from photographs. You will find places that will make decals and places that will sell materials to make decals using your printer. It is also possible to paint emulsion on the glass and print the photo there - an actual silver image. Search on 'spray on emulsion for photographs'
