1 lb. twice ground sirloin, all fat removed
1/2 c. fine bulgur (cracked wheat)
1 (14 oz.) can stewed tomatoes
1 1/4 tsp. salt
1/2 tsp. black pepper
1 1/2 c. mixture of chopped green onion and parsley
Soak bulgur 1/2 hour in stewed tomatoes. Fifteen minutes before serving, mix meat, bulgur-stewed tomato mixture, salt, and pepper. Knead mixture until blended well. Spread (patting to shape). Sprinkle onion-parsley mixture over top, serving remaining mixture on the side.
Serve immediately. Do not cook.

I like it like this:
good quality raw beef ( sirloin or tenderloin) chopped finely by knife. Add chopped parsley, shallots and anchovies, some cognac, salt, pepper, ketchup and tabasoc and 1 egg yolk. ( pasteurized ) If you don't have pasteurized egg, skipp it as it is not really necessary but traditional) stirr well and serve immediatley with toasted bread
