Utilitarianism says that we attempt to create the most benefit for the most people, and try to limit the least harm to least number of people. This seems simple, but it is really a complex issue, why is it so complex?

It's complex because you can never create the most benefit for any group without bringing about harm to another group.

It's another of those theories that looks good until you put it into practice.
