If you can't find electrolyte commercially, there is a book. Storage Batteries by George Wood Vinal. Considered the bible on the subject, it tells you everything you'd want to know about NiCads (and other batteries). It has the formula you need. You can find it at most larger libraries or college libraries.

Contact a nicad battery supplier, like Storage Battery Systems. They are on the web.

Hydroxides of Potassium and Lithium and distilled water all come from a chemical supplier. Now you need to find out what the concentrations should be for your particular cell.
