    Sure, just figure out what the format of an EXE file is, and recreate that manually with a binary editor. Then add in instructions. A no-op would be the most basic.

    Compiler for what language? Assembly? Get the assembler tools then.

    Without a compiler, you'd have to do it manually, which is a really time consuming and error prone way to make a computer work. There's really no point. Plus, you need to know the binary for all the compiler instructions. Why not use a nice higher-order language and associated compiler so your development time gets reduced?

  • No, easiest way is to use the csc.exe compiler that is a part of C# or Visual Express
