How would you read on a ruler 2.2 inches?

It depends on the accuracy of the ruler. If the smallest unit is 1/16 in, then you can read 2.2 in as 2 in + 0.2 in(16 units/1 in) = 2 in and 3.2 units

How to read a ruler
Rulers come in different measurements 1/4 , 1/8, 1/16, 1/32, 1/64
I will give you the 1/8 measurement
there are lines that represent the length of mesurement
1/8 first line.means one space from zero
2/8 or 1/4 second line. means two spaces from zero
3/8 third line. means three spaces from zero
4/8 or 1/2 forth line means four spaces from zero
5/8 fifth line. means five spaces from zero
6/8 or 3/4 sixth line. means six spaces from zero
7/8 seventh line. means seven spaces from zero
8/8 eight line. Mens eight spaces from zero

8/8 = one inch. The longest line

I am not sure of the measurement on you ruler. One way to find out is , count the lines to one inch and this will determine the type of ruler you have. The .2 on you ruler is the second line.

Inches are broken into 16ths instead of 10ths.
So you need to figure how many 16ths equal 0.2 or 2/10ths.
x/16 = 2/10
16(x/16) = 16(2/10)
x = 32/10 = 16/5 = 3 1/5, which is pretty close to 3.
So 0.2 inches is about 3/16ths of an inch, one small mark to the right of 1/8 inch.
