If you do not want to spend money: the highest rated free chess engine is currently Spike 1.2, see http://spikechess.com . You can find a regularly updated rating list of chess engines at http://web.telia.com/~u85924109/ssdf/list.htm

In terms of being the highest rated engine it is Rybka 1.2. Hiarcs 10 is good (it plays most like a human being). Junior 10 is very interesting, because it understand the concept of compensation and will sacrifice material when it thinks it can to gain an advantage. The "Shredder" products are strong, they are supposed to play the best endgame. Fritz is also good,it is more tactical (like Junior). Chessmaster drew a match with GM Larry Christiansen. It has the most instruction of any of these programs I have mentioned. The new Chessmaster is Chessmaster 10 apparently it has new features you can read about here:
http://www.chessmaster.com/us/ The thing I don't like about Chessmaster is that it does not play the opening very well, whereas with Chessbase products you can buy an opening disk which will play like an expert or grandmaster.
You can read about the chessbase engines I mention here:
The Rybka home page is:http://www.rybkachess.com/
I guess it comes down to how serious you are about chess and how much money you want to spend.
Have fun playing :)
