Why would someone ALWAYS note the time when writing an email?
Like they would say, "It's 4:31pm and I'm ..."
or "It's now 2:26pm and I'm ..."
Would you think they have some kind of disorder?

For some reason, they are accounting for their time. Sounds compulsive to me. And not necessary, because when you send an email, the time and date are automatically stamped on it.

maybe cuz they have nothing better to do with their time and they're just plain weird!!!
