Water keeps the skin moisturized by supplying each and every cell with moisture content. Also water, removes the toxins from the cells, and your face accquires a glow. Water, also keeps your skin feeling soft and elastic, as the cells are no longer dehydrated and acoomodated with moisture.
You should have atleast 8 glasses of water daily and this intake should not be restricted only from water, but also from fresh juices etc. If you find plain water too boring, then add a zest of lemon or/and honey.
For external use, warm water opens up the pores in the skin, and then once your face is thoroughly cleaned, end it up with cold water, which will restict the pores, thus you have a totally clean skin.

It cleanses your system of impurities and it keeps your skin from drying out. Our bodies are largely made up of water, so it stands to reason that replenishing that source will always be good for skin and proper hydration.
