Is it true that the Devil was created by christians as a scare tactic?
well apparently the christians did this to get people to come to church. More people in church=more money. This was during the time

Although Jews believe that Lucifer was an angel they don't believe that he was evil. His job was to test people so that they were capable of being juged. Religious historians actually believe that the Christian idea of Satan came from a "bad angel" that originated in Zoroastrianism, which is spoken of in the book of Enoch, which was not considered worthy to be incorporated into the Bible. That is why the story of the war in heaven and the fall of Satan is not in the Bible. The Bible doesn't tell us exactly what the devil looks like; the pictures you see of him (with horns and a red suit and so forth) simply come from the artist's imagination. Similar pictures have been around for hundreds of years, however, and were meant to warn people about Satan. Satan is evil, and even these pictures should warn us not to have anything to do with him.
Satan, the Bible says, is totally evil—and yet he can disguise himself so people don't even realize who he is. In fact, the Bible says that sometimes "Satan himself is transformed into an angel of light" (2 Corinthians 11:14, KJV). Satan's goal is always to stop God's work. He tried to stop Jesus from going to the cross for our sins, and he will try to keep you from God.
Satan is real—but don't concentrate on him. Concentrate instead on Jesus, because He is stronger than Satan, and by His death and resurrection He defeated Satan. The Bible says, "The reason the Son of God appeared was to destroy the devil's work" (1 John 3:8). Ask Jesus to come into your life today because God loves you and Jesus wants you to walk with Him every day.

Actually "the devil" is a concept in Judaism.
There are two components of the human soul, the "Yetzer Tov" and the "Yetzer HaRah." Literally the potential for good and the potential for evil.
In Gan Edan, before Adom and Chavah ate the fig, the soul was pure. But man (women too:-) has free will that is to say the choice to listen to the Yetzer Tov or Yetzer HaRah.

The Devil predates Christianity but almost every faction of the Hebrew faith gave the Devil only a minor and subservient role to God. . They Counted God as the Ultimate source of everything. With the Christians also came the splitting of God into multiple parts. An apparent abandonment of strict monotheism and a concession to the Pagan roots of the Christian Faith Suddenly God was the One plus his Son plus some sort of universal spirit resembling the Stoic's universal heat. They also split Good and Evil at this time making God all good and only good and setting Satan up as their God of Evil and only evil. Before this Satan's role was only to test Gods servants with temptations. Some aspects of Satan still reflect the earlier view, like his ability only to affect those who the Lord allows him to, the restriction of his movements, his relegation to serving god by punishing the sinners in God's penitentiary(Hell)

No. it was hell that the religious leaders created to sow fear. Satan the devil is real but he is not how medieval artists illustrated and he is not in hell.

That is wrong. The bible clearly tells that Lucifer was a high ranking angel that led a revolt against God. Lucifer and has followers were cast out of heaven and have made it their goal to corrupt men of earth.
