Can I buy a new or fairly new car without a motor?
I would like to look into having it converted into an electric car.

Auto companies won't sell cars without motors. They don't want to help out electric vehicle makers.
What many professional electric vehicle converters do is buy an old car - from the 1980's, for example - that has a body in really good shape, but a no-good engine. Cars like this can be purchased for next to nothing. Then the gasoline drivetrain is stripped out, and a new electric drivetrain installed.

Look at the links on the bottom of that page for EV converters, or for places to buy already converted vehicles (you can buy one for as little as $5000.)
On the other hand, if you have plenty of money to spend, you might want to consider an eBox:
To get an eBox, you have to buy a Toyota Scion, and deliver it to the converter. He then converts it to a very nice, state-of-the-art electric vehicle for you. Not cheap, though.

I think, anyway this is what i would do. Since i know the value of a low mileage motor, you very well could buy a fairly new car with very little mileage and remove the motor either yourself or get it done. Then, get ready for it: Sell it on ebay. Yes thats right. Depending on the motor and value, it may sell for more than you think. As long as the wiring harnesses and such are kept intact.

You should be able to. Check your local junker, but be forewarned. Minus a motor you'll still be looking at a pretty pricey investment less maybe 2 grand from a junker.
Why not just buy a new car outright and scrap the motor, this should sell pretty quickly especially if the motor is in good condition.

Try looking for a kit car. I knwo that they sell the old Shelby Cobras as kit cars with no motors.
