It's french. Joyeux Nöel means Merry Christmas and the second I guess it's Bonne Année, which means happy new year, hope it helped!

joyeux noel is french for merry christmas

bonne is french for good, but it is the adjective which preceeds a feminine noun, otherwise it becomes just bon

Joyeux Nöel et ''Bonne Fêtes pour vous"

It could be the complete sentence in French.

So, in English, it could be:

"Merrry Christmas and Good Feasts". but it could sound better,

"Merrry Christmas and Happy New Year".

It could be, yet, "Happy and Good Christmas".
