Does anyone know the name of the FCC policy which says that broadcasters must devote significant time to?
issues of public interest? I believe it is related to the Fairness Doctrine, but not a part of it...

The Communications Act of 1934 requires broadcasters to operate in the public interest, convenience and necessity.
You may also want to investigate Section II.
