Depending on what the lower threshold for big and developed is, I would guess Germany, but that is simply based on my personal perception on 250.000 inhabitants or more for 'big' and the city can hold a large diversity of people with differing modern needs as 'developed'.

It would be easier if you said what you had in mind exactly.

Otherwise, you could state that England would be the country since most of the inhabitants speak English and since there are some huge blobs of commuter homes in the countryside. Your pick!

Most developed cities maybe Switzerland (Geneva). What is big? Also Germany (Munich), Denmark (Copenhagen), Sweden (Stockholm) and Finland (Helsinki) have many very developed cities.

All countries besides Germany have less tha 10 million inhabitants though so no metropoles like New York, London, Paris, Berlin or St Petersburg can be expected.
