Has Yahoo! ever thought about retiring old, unused user names?

Some users haven't been active since 1997, and it forces people to chose names like John123456789. It's soooooo annoying (like having too many O's on the word "so").

I thought Yahoo removed an account after either 1 year of inactivity or after 90 days if the user asked for account deletion...

If not, then yes, they should absolutely allow names to be recycled after a long period of inactivity.
