    The Secretary of Defense is a person, in the cabinet of the President. The Dept of Defense is a conglomeration of the Army, Navy, Marine Corps, Coast guard,etc.etc...........

    The Secretary of Defense is a person appointed by the President. This person is a member of the President's cabinet. The Department of Defense is the organization that the Secretary of Defense is in charge of overseeing.
