    Mostly as a fundraiser or endorsement.

    If they President is popular at the time of the election it can help the candidate but, as in the case of Bush and the recent election: an unpopular president can jinx the candidate.

    Bla, bla , bla bla bla bla bla. Just talk up a good game for the prospective candidate. Drum up campaign funds for the folks who want to hear the president Bla, Bla, Bla. Get it? Just alot of expensive hot air.

    I don't think you will find your standard answer for this cause it's pretty obvious the democrats aren't sure what the rules for this is. I actually think they are making them up as they go along.
