Sony Cybershot camera is showing tiny memory availability on large empty chips (256mg) when file is empty.?

And even with an empty file, it says that I only have 13 secs available for mini-movies! Help! I've downloaded and doublecheck to ensure no photos/movies are left on the disk, but no improvement.
