He stares at me all the time and we are pretty close. He is always flirting but I dont know if he is really into me.

Girl, he's into you, but you need to come out to him and tell him you're into him too, otherwise, he will think you don't want him and he'll move on. If he is looking for a girlfriend, he may be trying to flirt with a few girls at once (hey, he's not dating you, so it's not like he's cheating on you). If you don't get with him soon, some other honey is going to hook him up and then you'll be out-of-luck.
