Number of Medals should be the indication of the Wealth of Nation, and Quality of

Life of Citizen; These countries have adequate resources to support sports actitivties, and it is positive to economy and vice versa

But also

a political and unusual phenomenon

Number of Medals could be the indication of the Degree of Autocratic Nations which would input their ONLY resources to pursue international identity while they have been isolated by the others; it is negative to politics.
