What does "hold back" mean in this sentence?

    I am guessing the word 'cold' should be 'could'. In this case, 'hold back' means 'retard', 'reduce', or 'stifle'. In other words, if the factors occur, less investment might happen.

    It means that the factors could prevent spending, or keep it from happening.

    It means "delay" or "prevent from happening". In the same way that a dam HOLDS BACK water, so preventing it from running down the river.

    It means people will be reluctant to spend or they'll wait until they spend.
